Foundations first, and then improve the test taking skills. That is my approach in tutoring physics and math topics. I identify the concepts that the student is having difficulties with. I explain those concepts, work out a few examples in detail, and then ask the student to solve more related problems on his own. I become the student when he is solving the problems. I quiz him to make sure that he understands his work. Very soon, the student becomes confident enough to solve problems on his own.
